appearance
Peter is a fairly short man with small, somewhat watery eyes. He has short brown hair that is starting to recede on his forehead. He does not have a right hand, having severed it in service to the Dark Lord. In its place is a silver glove like hand. While previously it served as his ultimate demise, I like to think that the power has left it, so it is unlikely the hand will attack him again. 

He also has the unregistered animagus ability to shift into a rat at will. While in this shape, he has a long slender pale tail, and a grey body.

WIZARD: Peter has proven capable of casting the Unforgivable Curses, which leads me to believe that he has a great deal of practice in casting dark charms from his work as servant to the Dark Master (bater). Beyond that, he had to have some talent - however minimal - in order to become an animagus. But other than that I doubt that he had anything shining about him in regards to his magical skill.
history
Peter's role in the war was not a pleasant one. He played both sides of the field. Worried for his life, he either sought out or was sought out by (and I am tempted to play the latter, even though the former may be more accurate) Death Eaters, and bullied into joining the dark side (I doubt he was even offered cookies, the poor guy!). He flew mostly under the radar until Lily and James Potter got into a bind. Their chosen Secret Keeper Sirius Black, worried that the Death Eaters were on his trail, asked Lily and James to choose someone else until the heat was off. Unfortunately, no one was entirely trustworthy of Remus Lupin at the time, and no one suspected weak Peter. Peter went at once to the Dark Lord to share that he knew exactly where to find Lily and James, and was ultimately the reason for their deaths that night. He was hunted down by Sirius Black, at which point he accused Sirius of being the traitor in front of a street full of Muggle witnesses and then cast a spell that left a crater in the street and killed 13 people. He then went into hiding in his rat form for over a decade. 

When his disguise was found out, he was nearly captured by Death Eaters, but managed to escape at the last minute. He fled immediately to Lord Voldemort's last known location, and assisted with his Master's rebirth by helping with a spell. Though once Voldemort had officially returned, Peter became mostly background. However, in spite of this, it seems that he was still fairly high ranking amongst the Death Eaters. He resided at the home of Severus Snape for a time, and Lucius Malfoy as well. And though while he was there he appeared to be treated little better than a house elf, it still seems to count for something.

Peter is a fairly nervous individual, who tends to make things all about himself. He's very selfish, and has an intense sense of self preservation. He tends to flock to people who are stronger and more adept than he is under the belief that they will be able to protect him. He is one of the world's greatest kiss asses. 

He's also somewhat unassuming. Because of his tendency to fall all over himself to please those in power, people often think of him as weak, but he is not as weak or stupid as he leads others to believe, most times. 

Peter has a wicked ability to lie and manipulate his way through situations, trying to alter them to his will. He knows buttons to push. When he's able to keep a cool head, he can just about talk his way out of any situation. 

Peter is easily coerced and seduced by those with abilities that overshadow his own. He's not a very strong caster, or terribly clever, and he's drawn to people who are.

She hadn't wanted to to it to begin with, and she hadn't been surprised when it had failed. She'd warned Harry that it might - it was really advanced magic. Stuff they shouldn't even be messing with. But he'd been insistent, and she'd finally caved with the impression that it wouldn't work. Harry had been devastated of course, but then they were going their own ways for summer. Neither of them tied the miraculous recovery of Frank and Alice Longbottom to the spell. Why would they? It was a spell meant to return a certain dead man to the land of the living, not restore sanity to those tortured out of it. But when a woman showed up to an orphanage looking for her son Tom - a son who was now several decades older than her and masquerading under another name - there were a few questions. She was the first to return ...

... but she wasn't the last.

As the summer of 2023 comes to a close, Hogwarts is gearing up to hold a Triwizard Tournament to improve international relations. Students from Durmstrang and Beauxbatons will be spending the year at Hogwarts and three brave students will compete for glory. The memories of the last Triwizard Tournament have a few people on edge, but there hasn't been any major threat to the wizarding world in a number of years so surely it will go smoothly this time.

Little do they know, an underground struggle is forming between unseen shadows and the resurrection stone has been found and experimented on. Not even the current owner knows what effects his spells have had, but it's bound to be more than anyone bargained for.
